Hi Jim, The problem was simpler then that, I discovered an intermittent
flat cable which goes from the video head to the PCB. While taking the
VCR apart a white nylon lever-looking part fell out from the bottom left
side underneath the cassette loading tray, also a small round plastic
spacer fell out, not sure where it all fits back together. So I need a
mechanical diagram on this VCR, I did apply at Hitachi for service
manual access but its going to take 2-3 days, customer would like this
back for the weekend. If anyone has the time to download and send this
to me I'd appreciate it.

The drum should start spinning before the tape loads, try spinning it 
with a finger to get it started, if this helps then it is a bad lower 
drum assembly or maybe a capacitor on the lower drum pc board.
