[TechAssist] GE (RCA) 26GT620 (CTC149A) dead after unplugged awhile, FIX

This older TV ran well years,then had to be unplugged during the storms, 
and stored. After, would not even click. HOT had +79V on collector, had 
5V standby.
In the power regulator area of main board, found  bad capacitor C4312 
(220mfd@16v). Leaking fluid on board. Located behind, and off pin 6 of 
reg IC U4101.
Replacement cured problem.
