Vertical drive comes from IC301, M52772FP, pin 21. Vertical sync is an
internal function of this ic and it is probably bad or some outboard
component in that area. I have no history or other information, just a
schematic. You may try applying some heat and circuit cooler in the area of
IC301 to see if the problem changes.
