You may try www.dslreports.com it has speed test for cable and dsl and also 
in the tools area they have a aplication called DR.TCP, it allows you do 
adjust your recieve window to reduce dropped packets. It will also suggest 
ways to increase your speed. I have had lots of luck with this on a dsl 
service I had  and increased the speed by about 30%, however my problem may 
not have been as bad as yours.
