[TechAssist] Fixed: Sony KV-27EXR25 pulsing/not starting.

   Set pulses, not starting up... regulator replaced.... all high failure 
connections, caps and resitors checked

The problem ended up being Q612, it only measured ~60 &#937; E-C  (2SC3311A) 
on G board.
