Wayne, are you sure about that cap being OPEN? The ones I have seen were
shorted........up in the megohm range but still shorted. That's all it takes
to load the screen voltage down to almost nothing. Also I have seen a few of
the CTC195/197 chassis with a high ohms short in the CRT socket spark gap
and that will give the same symptom. Remove the socket and you'll see the
spark gap for the G2 pin filled with black carbon.

Turning up the screen--nothing, zip, nada.
G2 on CRTpin 7 measured 30V.

Fix
C15102 on the kine board.  Open!
