Wayne, are you sure about that cap being OPEN? The ones I have seen were shorted........up in the megohm range but still shorted. That's all it takes to load the screen voltage down to almost nothing. Also I have seen a few of the CTC195/197 chassis with a high ohms short in the CRT socket spark gap and that will give the same symptom.
