Thanks to Ed for pointing me in the right direction. Q181, D880, was
open base to emitter. Q181 is part of the 13.9 volt line.

Subject: [TechAssist] Toshiba CX2988, chassis TAC8828, black video and
no audio.
Symptoms: HV with black video on both tuner (no snow with the cable
disconnected) and video input, no audio on either and the OSD works.
Replaced numerous caps in P/S and around tuner with no change. 33v, 9v
and 5 volts are all present at the tuner.
