Sony's refurb program is new and so far no price that I have found although I am pretty sure the price to refurb will be the same as the new board price if it were available. If I see this problem again I will of course replace the IC since I now know the cause, it was impossible to trace since I could not find anywhere that the dots would show up on the scope.
