[TechAssist] FIX! Sony KV36XBR40 diagonal lines of dots in picture, FIX!

Replace IC3301 on B board.
Had nine diagonal lines of dots in video. The dots would vary in
intensity with the color control and change color with the tint control.
The dots were present in tuner mode and in all but two ext video modes.
Sent B board to Sony for refurb and they replaced IC3301 which fixed the
problem.
