Replaced the 9V three leg regulator IC982, the two opto-iso IC's: PC901,902 (P621), the three digital transistors,Q921,922,924 all DTC114ys/nte2355, several lytics in the 9V circuit, all good. Unit now powers up perfectly. I feel the three transistors were the culprits. Has 5V stby at I/R det, other stby volts there. I noticed the three leg 9V. regulator (like a 7809) IC982 has a low input, and low output at about 8.5 VDC out. With my external bench power supply I clipped it across the output of IC982 and pumped 9 volts there. The set came to life. I cannot seem to back trace the input source path to this IC.
