[TechAssist] Dishnetwork HD40-300, chassis ATC221, shutdown

I'm not at all familiar with this set, looks like it is an RCA based on the
chassis number but the chassis itself does not look like an RCA.
HV powers up for a moment but shuts down, tries 3 times to power up and
won't respond after that unless it is unplugged for awhile.
Does anyone have any tips on this one?
