After  replacing TP15 you should measure the Emitter voltage.  It should be 
around 12 to 14 VDC.  The Emitter of TR03 should be 5 VDC. Both these 
standby voltages are needed for startup.  TP15 can easily fail again as all 
it's stress occurs in standby when the set is plugged in and turned 
off.   After startup the voltages are provided by the horizontal pick-offs 
which relieves this transistor of it's load.  After analyzing the circuit I 
replace TP15 with NTE399.  Just make sure to dress the leads and clock them 
correctly (original is EBC and NTE is ECB).  This transistor has more power 
handling capacity than the original.
