[TechAssist] CTC-189 "Weak Signal" on screen

Got this CTC-189 (proscan PS36190) shows blue screen and weak signal on
screen. Tried U701 as per Winstips.... no go. All solder in tuner area is
good. Is the tuner mounted on the side the main or PIP tuner ?
Any help greatly appreciated
