Try TSP (trisodium phosphate). It's a dry powder that comes in a box. Ace, Home Depot, etc. carry it. It's a general cleaner used for pain prep. Good on mildew, too. Careful not to get it on/in you... ZEP makes a liquid concrete/masonry cleaner that works pretty well, too, though pretty pricey. We had a guy come spraywash our sidewalks, curbs and driveway. Did a good job on the oil stains on the driveway. Charged $75 for the whole job (corner lot, too).
