Some of the phone manufacturer put their own skins on the phones which might not be accessible. However most of them are. Motorola phones, since they're now owned by Google, come with pretty much pure android os so they are very accessible and so is the new nexus. Never played with the Sony phone that you are asking about but I used to own other Sony phones and they are generally accessible so you shouldn't have any problems. Regarding the voices the default Google tts Is the same on every android phone. Additional voices can be bought on the play store and would just like any other apps be available for you on any Android phone you get.
