This is what I do exactly on my windows 7 or any windows 7 machine
that I need to use Sibelius 5 on it.
but anyway, We need a someone to tell us if the scripts wil work on
jaws 18 or not?

I went to
https://www.freelists.org/archive/sib-access
and hit "f" twice to get to the edit field labeled "search this archive".
In the field, I entered "x86" and the message I pasted above was the
second search result.

The
sibelius itself should work. If it doesn't, try to use compatibility mode
or
to use troubleshooting procedures with replacement of portaudio file
which
somebody had to use even on Win7. Unfortunately I don't remember what you
should do exactly but I believe that there is somebody who had to replace
his file on Win7 and can share both the file and the instruction.
