Yes. You may need to have the XP emulation (or whatever it's called) 
enabled, but I think Tim Burgess has already verified this.

I've read it just now, and it looks like Sibelius 6 is the way I might go,
since Dan says that Sibelius Access supports it. One question, Will Sibelius
6 work on a machine with the Windows 7 64bit operating system?

Voiceover is an absolute no go for Sibelius 7.  Don't bother with it.
