[sib-access] Sibelius access help not accessible from Sibelius

Dear Dan and all,
it's no big deal but I noticed that pressing jaws key plus F1 twice does
exactly the same as pressing jaws key plus F1 once. It doesn't open the help
file. I did the test with jaws 10.
