Please remind me why two different versions of JAWS are needed -- is it
because the script filenames would overwrite each other? I'm thinking so. I
vaguely recall having a setup where I ran a batch file before each of the
Sibelius versions, where I copied the relevant set of JAWS files before
launching each Sibelius version.

yep you should be able to produce charts like that, no problem.
You will want to keep 5.25 on the system for actual writing, but load
things into a later version, 6 or greater, to take advantage of the
"magnetic layout" feature. Basically, it tries to fix many possible
overlapping items or collitions on the page for you.
