Mike,
Any action you make with a bar line will (or should) affect the bar line
immediately before the first object in that bar. So as long as you are on
the first note or rest, you can change that preceding bar line in the bar
line menu.
That's what I remember, at least.

Right, but this deposits you on the first note of a bar. How do you get to
the actual barline?
When I had better vision, I would click on the barline with the mouse using
my eyes, then I could press enter or control + enter to do the line/page
breaks.
How does the blind person do this? I would love it if someone could answer
the general question of how does one select a barline, if there is a way.

Also, I can not figure out how to place a forced line break or page break,
or to toggle off one previously made, as I don't see these sorts of
barlines
announced either when tabbing through or in the alt + F2 list - I hear
repeat signs mentioned there, but not line or page breaks.
