hello, In my opinion based on a paper titled current carrying capacity of a via, 12 mil hole sized via can hold current as much as of 36 mil vide trace of same copper thickness as the plating of via hole. As far as 36mA is concerned.... I doubt any practicall and possible manufcatruing technique used now a days can produce such a small via which can't hold this much current.
