[SI-LIST] Transister Width Optimization Tool

Hi all ,
I am traying to optimize width of  transister for a given delay for my flip
flop design. Can anybody tell which tool is better Either HSPICE or SPECTRE.
i have SPECTERE 5.41 VERSTION  HSPICE 2007.12
