I suggest brushing off the network synthesis skills, fit a rational function
to the S-parameters,  then construct your equivalent circuit from the poles,
zeros and constants of the rational function.
Obviously, the end-result will depend on how well you fit your rational
function to the s-parameter data. Make sure the fit is passive, and enforce
it if needed.
