Vince: I'm sure most of us who have more than a decade or two of experience have had to generate something like that. Sharing a document like that is probably going to give away some confidential data. You can write your own document based on the following research: a) How many board re-spins does your outfit do because of SI issues and what is the cost per year? You can get fancy and try to estimate the cost of the lost market opportunities but usually just the upfront costs of the respin is enough. If you figure in the time lost for hardware engineers, software engineers, etc. you get an even larger amount. Talking to one of your product line managers or sales folks on lost opportunities because you could not get a proto running for a trade show because of SI issues might also help. b) How much does your SI tool cost and would an intelligent user of the tool be able to prevent those respins? If your ROI (return on investment) of the tool pays for itself after saving 1 respin, you have justified your tool cost. You also want a plan on how the tool will be used in your design flow and how many engineers will become SI engineers. Usually, the SI engineers become a specialized support team for all design teams. If you are currently using a company wide schematic capture and layout tool, you want to start with the sales person or FAE for the schematic capture/layout tool vendor to see how their SI tool integrates with the schematic capture/layout tools. They will also have some chartware to help you put your document together. You will get a lot of support from them to help you sell to your management.
