[SI-LIST] Resend:Why there is E field at the direction of wave propagating in coaxial line.

Hi, Experts
 
A very basic question.
 
The text book say there is TEM mode only between some frequency(beform other 
modes are excited) in coaxial line.
But if we look inside the inner conductor of coaxial line, there is E field at 
the direction of wave propagating that make the current flow?
Can we still say this is TEM mode in coaxial line?
