[SI-LIST] Question about 'Rise/Fall time required by HDMI1.3a spec'

Hi, gurus,
    I found HDMI1.3a spec requirs rise or fall time be slower than 75ps,
however, in HDMI1.2 spec, rise or fall time shoud fall in the a range : *75ps<
rise/fall time <0.4Tbit*. (Tbit the 1/10th of clock period, say, 165Mhz)
   Why 0.4Tbit constraint comes out of HDMI1.3a?  Could anyone shed some
light on this? (sorry I'm not able to post a figure from spec on this list )
