[SI-LIST] Package Model in IBIS file

I'm trying to help out a colleague with package model in ibis file. The
goal is to calculate the delay inside the chip using package model data
of each pin.
The package Resistance matrix has [row] and Bandwidth.
Inductance/capacitance has [row] and some values.
How do I use this data?
