 We have just seen the new, and worse, AB 1634 the "California Healthy Pets
Act" Draft Revisons 3/27/07 posted today by the coalition of supporters.  To

 Exemption criteria to keep an animal intact, and to obtain an "intact
permit", have become more complicated and burdensome, with "licensing as a
legitimate breeder" now added as one of the exemptions to spay/neuter. 
Proof of
competing in a show, registration as a "valid breed" or the animal has
earned a
title from associations approved by animal control are other criteria.

 Fundamental oppostion to this bill does not change - 
  
     **The decision of whether or when an owned cat or dog is sterilized
should be decided by an
     individual pet owner with advise from their veterinarian and not
determined by government
     mandate. Surgery is never without risks. 
     **This bill will be expensive for jurisdictions to enforce. Breeder
licensing is a proven money loser - it has not worked in the City of Los
Angeles -
why should we consider this anywhere else? 
     **Complaint driven laws encourage neighbor complaints!  Animal control
response is costly.
     **This bill will be unfair to breeders of
pedigreed cats/purebred dogs who must pay unknown fees
     to cover animal control administrative costs.
     ** AB 1634 will not help reduce the numbers of cats and dogs in
shelters
as supporters claim.  Programs
     to target unowned cats are needed if California truly wants to reduce
the largest percentage of
     animals killed in shelters - unweaned kittens and feral cats. Programs
to help the poor find free or
     affordable sterilization will stop accidental litters.  Let's do
something worthwhile for the animals not make
     home-raised fine pedigreed cats/purebred dogs a thing of the past in
this State.
  
 WHAT TO DO NOW
  
 Submit letters to the Assembly Committee on Business and
Professions Consultant, Tracy Rhine, for your Organization or Club to be
included on the
Committee OPPOSE list: 
  
 1.    Refer to "AB 1634 revised draft 3/27/07"
 2.    It is recommended that you send letters by Monday, April 2 to be sure
your points are read and included in the Committee analysis.  If your letter
arrives on Tuesday this may, or may not, give enough time. 
  
 The hearing is expected (but not yet confirmed) to be Tuesday April 10th at
the State Capitol Bldg. in Sacramento; Room 447, 9AM.
