When a dog chases it's tail to bleeding, it is OCD. The dog needs something
else to do.
Some would say a good walk every day will fix it. I think that that is a
great idea, if you can. Even on a treadmill just to burn off energy and get
that forward motion going for a while. The Jog a Dog company makes really long
treadmills for big dogs and even bigger ones for horses. Great if you have one
or have access to one.
A few hours romping in the snow works too.
Also a basic obedience course can help, it gives the dog a job to think about
even when crated.
Downplaying the behavior matters too. Stopping it when you are watching is
important, but some follow through is needed. Make the dog do something else,
and never the same soemthing else each time. If the same behavior is used to
change the subject that behavior will become the obessive behavior replacing
the tail chasing. We don't want to replace the bad behavior in this case, we
want to get the whole idea of being obsessive out of the dogs mind. Frankly,
this dog may also do well to have Clomacalm for a while while the issue is
directly addressed.

that will stop tail chasing, with the possible exception of keeping the dog
in the house with you 100% of the time.
