My dogs wear collars all the time - complete with tags. They have their microchips, but not everyone has a scanner or will catch and scan a dog for a chip. Accidents happen, no matter how carefully we try to prevent things. A dog is more likely to escape in most homes than get his chin caught in a collar. And all of my visiting dogs wear one of MY collars with my tags on it... Too many horror stories otherwise.
