I read with interest Fred's idea for the entire board to abstain. The problem with it is that the by-laws require the board to vote on a membership. There is no provision for the membership to vote a member in or out. If the board does not vote, and everyone abstains, it would seem to me, no action could be taken on the application. This would mean the application would "die" and the member rejected. You can't make up procedures when you have by-laws in place. Either you follow them, or you are acting outside the by-laws, and that can bring liability. I like the idea that Fred came up with. Unfortunately out board has to act within the by-laws, and is required to vote. They can abstain, but that does not confer any power to the membership to vote.
