RPOA has mailed a letter to all El Paso city  officials regarding
objectionable provisions in their Title 7 Proposed Animal  Ordinance 
Amendments.   Help El Paso animal lovers by contacting city  officials below to 
express opposition to these  provisions.

El Paso,  Texas, Proposed Amendments to Title 7 Animal Ordinance -

The city of El  Pasoâ??s Amendments to Title 7 include the following
objectionable  provisions:
§ Mass canvassing of pet ownersâ?? homes:  going  door-to-door.
§ Mandatory Microchipping:  discriminatory to low income  pet owners; a cost 
deterrent when linked to licensing.  Chips must be  registered in a national 
database to be effective.
§ Animal Litter  Permit:  must be purchased within 10 business days of the 
litterâ??s  birth.
Fee $75 per litter.  One litter allowed per female dog or cat  (per
household) in any 12 month period.

These initiatives are proven  failures â?? an â??Animal Rightsâ?? Agenda to end 
all use, breeding and ownership of  animals, whether you eat them, wear them or 
pet them.  San Mateo County,  CA, soon cancelled their canvassing program due 
to the ill will generated, the  expense and the fact that it produced no 
measurable results.

Ingrid  Newkirk, National Director of PETA (People for the Ethical Treatment 
of Animals)  states:  â??For one thing we would no longer allow breeding. 
People 
could not  create different breeds.  If people had companion animals in their 
homes,  these animals would have to be refugees from the animal shelter and 
the streets  â?¦  But as the surplus of cats and dogs declined, eventually 
companion  animals would be phased out and we would return to a
more symbiotic  relationship â?? enjoyment at a distance.â??

Mandatory Microchipping and  Litter Permits are expensive, unenforceable, and 
will not address El Pasoâ??s  animal problems which are in the low income 
areas.  Pet owners donâ??t buy  city licenses and canâ??t be forced to buy a 
microchip 
or litter permit.   Even if â??no oneâ?? is allowed to breed dogs and cats in 
El 
Paso, they will still  be available from pet shops, outside the city limits, 
from neighboring cities,  and on the Internet.

Positive programs such as Education, Enforcement of  Existing Laws, Feral Cat 
Programs, and Free or Low Cost Spay/Neuter Services for  qualified low income 
pet owners will produce long lasting results.  Please  contact the city
