The problem is in determining how to decide if a given
agency is legitimate, scam or not.... 
The ADA (Americans with Disabilities Act) has been through
the same problem. Here's what I wrote to Candy in private:

As I understand it Candy, there is a conflicted history to
the establishment of the whole service dog issue. The
Americans with Disabilities Act was part of the problem,
opening the door to service animals but not defining how
they would become service animals. So several non-profit
agencies were established and were vying for recognition as
the official authorizing agency. No one won, as a court case
somewhere determined that the government did not have the
expertise to make a blanked judgment on the issue, so they
are all in existence with equal authority to determine what
is a service animal in their opinion. This involves a ton of
systems, who certify service dogs for the blind, for the
deaf, for those with a variety of mobility issues, and you
name it, there are service dogs being certified for cancer,
bad breath and dandruff. We have one of our last litter in a
home with a diabetic. I did not know that this was a service
area, but sure enough, he picked it up right away and alerts
them when his master is going into a diabetic coma. 

Finally, the ADA decided that they would not get involved in
putting their stamp of approval on any one agency or method
of training. We had training with our guard company some
time back and were instructed that if a service dog is
accompanying a person coming into a facility, we are not
allowed to ask for certification, documentation or to check
the status of the animal, the person or the agency issuing
the certification. If they say it is a service dog, it is a
service dog. 

As I understand it, our local police agencies take the same
stance. They are not allowed to ask for any paperwork of
authorization. May sound silly, but then again, given the
nature of human disease and the potential for dogs to serve
humanity, I suppose it is not at some point unreasonable.
