I believe it does not claim to certify any service dog. It simplicy will
provide a "registry" and give a number to anyone claiming to have a service
dog.
Only an agency or person doing the training for a dog can certify that the
dog meets their criteria specified.
There is No National or Governmental "certification". Probably never will
be.

That IS in fact a scam organization -- so, yeah, its certification is
