Since  you are one of the 120 or so AroundTheCapitol.com users tracking SB 
861, you  might be wondering what this morning's reported status change on the 
bill  meant.  This is the time of the year of strange legislative machinations, 
 and even the most seasoned lobbyists and staffers have to check the rule 
books  frequently to keep up with the process.

Senate Rule 29.10 requires the  Rules Committee to look at a Senate bill (SB) 
that is returning from the  Assembly and determine whether the amendments 
approved by the Assembly are  significant enough to warrant another review by 
the 
Senate committees.   

In this case, if the Rules Committee believed the amendments should be  
reviewed, it would likely send the bill to Senate Local Government Committee,  
chaired by Christine Kehoe (D-San Diego).  Most often, it is up to the  
committee 
chair to decide whether they would like to review the bill  again.  Frankly, I 
can't predict whether this bill will return to the  committee or if the 
Senate Rules Committee will allow it to be heard on the  floor.

For the truly geeky (like me), here's the text of the relevant  portion of 
the rule:

29.10
(b) If the analysis, prepared in  accordance with subdivision (a) of Rule 
29.8, of a bill, other than the Budget  Bill, that is returned to the Senate 
for 
a vote on concurrence discloses that  the Assembly amendments create a new 
bill or rewrite the bill as passed by the  Senate, action on the bill shall be 
deferred until the Committee on Rules acts  upon the bill. The Committee on 
Rules by a vote of a majority of its  membership may either (1) refer the bill 
to 
an appropriate standing committee,  or (2) recommend that the bill be taken up 
for consideration of the Assembly  amendments
