[ SHOWGSD-L ] Review Editor "NO SHOW" Rules

I think I just joined the GSDCA about the time of the last change of Review
Editors, but if I am remembering right, this 'change' of rules came about for
Gail... That's not wording it right, but wasn't there some discussion (lots
of it:-), and it was voted to put the change in the P&P that the Review Editor
couldn't judge, handle, exibit, etc before the voted to have Gail as Editor?
What happened before that? Were there Editors that did judge, handle,
exhibit? Did that create a problem, or an appearance of conflict? Was it a
paid
position before Gail, too?
There had to be some history to consider the change then?
