In Sec. 2 DEFINITIONS, it is stated that
"Section 2 of the Animal  Welfare Act (7 U.S.C. 2132) is amended--

"(A) by striking `or (2) any'  and all that follows through `include--' and 
inserting `(2) any dog  for hunting, security, or breeding purposes, or (3) any 
dog  imported from outside the United States, unless the dog is imported by 
the  person for the use and enjoyment of the person, except that this term does 
not  include--';"

(Note: emphasis is mine.)

Now, I read this to  mean any animal sold as a show prospect to a fellow dog 
fancier will be  defined as "breeding stock." The dog is sold on full 
registration, thus  indicating a potential for that dog to be bred. While 
showing in 
the breed ring  can be an integral part of the responsible breeder's program, 
it is not the  final goal in and of itself. This is evidenced in the categories 
of conformation  classes at AKC dog shows, where there is no competition for 
spayed or neutered  animals.

Whether the fancier goes on after the dog's show career to  develop a 
breeding program is secondary in this matter. The dog will be  perceived as 
"breeding 
stock" by its being sold on full registration in the  initial transaction.

choices will come up.  Kindly note that the two links contain identical text. 
One 
is the House bill;  the other is the bill as introduced to the Senate.

If anyone can find a  written, definite exclusion in the PAWS text that will 
preserve the rights of  the hobbyist in this instance, please post it. In the 
meantime, I fear that this  "breeding stock" issue will be the Catch-22 used 
against the "hobbyist breeder,"  regardless of the exemption Senator Santorum 
promised would protect  us.
