All children are at risk with that same theory.  All children are at eye 
level.  Children not contained could actually be at the most risk.  They are 
free to run, grab, pull, hit and all.  There is not easy solution but to 
rule out strollers is not the best answer.  There are other things that can 
be added to the use of a stroller.  for instance the covered ones, the ones 
that sit up higher where the baby rides in the car seat.  That is the one we 
had.
