That works as well....that seems to be the problem, is to be able to actually
DEFINE what we are talking about....everyone has their own "interpretation" of
many different terms....

Define "large scale". That is the problem.
I tried to come up with something and the only thing I could do is "Anyone
who sells litters of puppies knowing they are to be resold on a retail
basis, and anyone who facilitates such an activity." It still isn't perfect

seems to be what we are trying to avoid.
