Actually, I would think the correct choice, in real life, would be to stop 
with the handler, maybe a step or so beyond,   and just wait there.   Why does 
the dog go to the end of the lead, unless he/she is trained to do so?   Of the 
choices given, of course, "C" is the most correct.
