HSUS and FEMAâ??Search and Rescue Teams
(from another list with permission to cross-post. I don't know who wrote
it...)
HSUS has made b ig strides in it's efforts to take control of FEMA's National
Disaster Canine Response Teams. Now they're soliciting those of us who do/
have done/ want to do SAR, and making availa b le an HSUS sponsorship to cover
the costs of training, equipment and deployment travel. HSUS is offering
handlers thou$and$ that we ordinarily have to spend out of our own pockets with
our
search dogs. I'm sure that will attract a lot of people interested in various
tracking ho b b ies. A handler can only apply the training techniques
developed b y HSUS.
(Excuse me, I'm gagging on this... b r b .. .) My name must have b een pulled
from 10-year old county records, as it's b een that long since I was active
in SAR.
HSUS has slyly insinuated itself into FEMA, with the o b jective of b ecoming
the decision-makers a b out the deployment of search and rescue dogs, K9
cops, and service dogs in any disaster. Don't ask me what credentials they b
ring
to the ta b le b ecause I haven't seen any document that would qualify them to
manage responders, communication, or sites, much less any experience with
handling SAR dogs.
In addition, HSUS organizers in all states are successfully seducing
already-overwhelmed govt agencies into trusting them (HSUS) to determine
whether pets
can b e salvaged following disasters. It's dou b tful they'd b elieve that any
animal would pass muster and b e worthy of rescuing, wouldn't you agree? I've
spoken with the AZ rep several times without letting him know that I'm on to
him. Agencies are willing to hand over large chucks of control just to get out
from under it themselves. And the reps have palms of honey and lips of gold.
These three strategies aren't the only ones in play. Two others that give me
chills are 1) statements that they have a very comprehensive agreement with
FEMA regarding animals and their ownership during and after disasters; and 2)
when you read the fine print a b out their sponsorship of training, gear, and
travel, you discover that you'll b e under THEIR command from now on - not the
federal, regional, state or local affiliations you presently work with.

I think the purpose b ehind this particular HSUS effort is to reach the
 many people who are curious a b out various search functions including  SAR,
cadaver, historical dead b ody (locating cemeteries), and crime scenes. If
folks
learn that there's money for puppy purchases, training, etc (and the prospect
of b ecoming heros), their interest  b ecomes much more intent than mere
curiosity, and many will sign up, IMO. And I have no dou b t whatsoever that
these
unskilled searchers will  far outnum b er the trained teams that exist. Then,
out of ignorance or locked into signed contracts, they'll follow HSUS orders
like lam b s to slaughter.
There are a slew of pro b lems and risks with this scenario: handler
competency, whether physical or emotional, isn't an issue with HSUS
certification. No
b ackground checks. No "everything" that legit orgs require. HSUS states that
it is their criteria that must b e met.
In logic, there are several methods of acheiving false credi b ility; all the
AR extremist groups have incorporated some of them. An example of one type is
the pu b lic willingly granting credi b ility for the truth of a thing b
ecause a popular actor says in a TV commercial that it is so. Another type of
false credi b ility comes when an eloquent speaker, or a forceful one, repeats
something so many times that it b ecomes accepted b y the majority - again,
willingly - as truth.
The latter seems to b e HSUS' most powerful weapon. They're also using this
method to gain control in the current case of the fighting dogs they're
"overseeing" . In addition, they and all extremist groups associated with them
are
winning the S/N, BSL and animal ownership b attle through a com b ination of
these techniques. The country is b uying into it, which shows how very
effective
false credi b ility can b e.
Of course they aren't connected in any way (legal or otherwise) in the case
of the fighting dogs! But they convinced the pu b lic that they are in charge b
ecause they said the words repeatedly. They are not officially part of FEMA's
disaster response, b ut they're convincing people that they are. Just b y
saying so. And b y getting respected personalities to repeat it. For SAR
sponsorship, preference is given to dogs adopted from shelters or rescue. What
a b
rilliant PR move!
In my more o b jective moments, I marvel at their skillful avoidance of the
laws of logic, and the luck that this practice b rings them. I say luck b
ecause without their reliance on illogic and false credi b ility they couldn't
have
divided us, sending us down detours of who should b e a b le to b reed, which
b reeds are dangerous, who can own intact dogs, etc, etc.
