It states:
"A dog must be (1) a Champion of Record or (2) have been transferred to BOB
competition based upon the owners’ records of their having completed the
requirements for a CH title to be eligible for Grand Championship (GC)
competition."

I believe the rule states that the dog must have finished his CH
points (according to the owner and can be DQ'd if not correct) BEFORE
the show, not a move-up at the show. So entered as a CH, not as a
class dog.
