Dear Mrs. Marcovitz:
Thank you for contacting me to express your opposition to the Puppy Uniform
Protection and Safety Act of 2011 (S. 707). I appreciate hearing from you on
this matter.
As you may know, Senator Durbin introduced the "PUPS Act" on March 31, 2011,
and I am a co-sponsor of this legislation. The bill has been referred to the
Senate Committee on Agriculture, Nutrition, and Forestry. It has not yet been
taken up by the full U.S. Senate. This bill will mandate USDA licensing and
regulation for breeders who sell directly to the public and raise more than 50
puppies per year. It will also create minimum exercise requirements for dogs at
USDA licensed facilities. I believe these are important safeguards that will
ensure credibility for the dog breeding industry and protect the animals used
in breeding programs.
Again, thank you for sharing your opinion on this issue. I will keep your
concern in mind and hope you will continue to contact me regarding matters of
mutual concern. If you would like to discuss the PUPS Act further, please feel
