Why would the breeder think this puppy is too young to have her hips x-rayed? You can x-ray at any stage when something wrong is suspected and this puppy is only a couple of weeks younger than my Bailey X Puma litter, (born June 30, 2005) whom we x-rayed a week ago as we always do at 20 weeks with show/breeding prospects to check hips and elbow status. I would have this puppy x-rayed immediately and when, as is probable, the hips are normal and she is just over angulated at this stage, (as is the Bailey X Puma boy, Jude who had perfect hip films), take those x-rays to the problematic vet and educate him!
