It is supposed to mean that, yes...but exceptions have always been made. 
Are you not aware of the politics that exist in the dog world?  In addition 
to professional handlers that never bred anything, never mind champions, I 
personally know several people who bred dogs but never finished 
anything....and it didn't stop them from becoming judges.
