I believe OVC will not give a numver until the dog is 18 months old, not 12.
You can prelim before 18 months but have to do it again at 18 months to get a
number.
There are breeders who also submit OFA failed elbows to OVC and get a number.
I know a few dogs that have had this happen.
OFA = 3 vet opinions
OVC - 1 vet opinion (unless that has changed)
I am always skeptical of a dog, who was born in the US and has always resided
in the US, getting OVC certifications. This is just me. Not saying the owner
has done anything wromg but why not just use OFA? I know some do OVC because
they can be permanently rated at 18 months vs 24 months.
