Yes, human abusers often were animal abusers, but not all animal
abusers grow up to be human abusers.
where is the know fact that they are 5 times more likely or even 3
times more likely... from where is this know fact generated?
YOu might want to know the the Department of Justice has questioned
the worth of the sex offenders' registry, finding that it doesn't stop
sex offenses, a large of the addresses are wrong on the registry, and
many offenders don't keep their parole/probation officers aware of
their addresses because of the registry.
I could go on............... and on. But since many people now are
being convicted of abuse for cat poop on their kitchen floor, this
would be a tool that could backfire so fast we animal owners would be
all in jeopardy.
Finally, if animal abusers are to be registered, why not the paroled
murderers, assaulters, thieves and spouse beaters that live among us?
For California, this is a do-good bill, pacifying HSUS and that type,
the local costs in money and employee time to maintain and keep track
completely out of bound in this drastically deficit spending state,
with many cities considering bankruptcy.
