Another aspect of the firefighting is that environmental groups have halted brush clearing and controlled burning. When the Beetles attacked all the pine trees a few years back, the Forestry Division wanted to do control burning to remove all the dead, dry timber and was prevented from doing so. I can't remember if that was before the disastrous Cedar fire or not.
