Rockingham mulls state's first pet neutering ordinance

ROCKINGHAM -- The town is considering a new ordinance that would
require pet owners to spay or neuter their cats and dogs.
The Selectboard still has a lot of homework to do before adopting the
new rule, but if it is signed, Rockingham would be the first town in
Vermont to have a pet sterilization law on its books.
At the Selectboard meeting Tuesday, the board authorized Municipal
Manager John Schempf to investigate the plan.
"I think it's a good idea," Bellows Falls Trustee Stefan Golec said
after a group of area animal advocates made their pitch to the joint
Rockingham-Bellows Falls board.
Donna Allen, director of The Animal Rescue And Protection Society, or
TARPS, said her volunteer organization is having a hard time keeping up
with number of cats and dogs that are left to roam the greater
Rockingham area.
"There are too many feral colonies out there," Allen told the board
before asking them to consider the spay-neuter ordinance.
