You MUST sign the Responsible Dog Owner's Pledge in order to get the CGC. No
ifs ands or buts.....

That's something different, a pledge/petition that they are asking folks
to sign for responsible pet ownership day.
We were talking about the CGC paperwork signed prior to the test.
Besides, I don't know anyone who lets dogs loose on their own property and
/or leaves them crated w/ tags on. Now, out and about, you should have
their rabies stuff and local licenses with you. Mine is in the glove
compartment of the van.
